constipating problem

my baby is 4 weeks old and is bottle-fed with emfamil lipil w/ iron. she's been having constipation for 2 1/2 weeks now. been seeing her doctor and having to do what he says but she's still having the problem. i've tried adding karo syrup to her bottle and was told by her doctor to lessen the milk powder when adding to water(ex: 4 oz water to 1 1/2 scoop of powder), i also switched her formula to low iron 'cause i was thinking maybe she has too much iron in her system, but it doesn't seem to be kickin' in. i am now giving her an ounce to two water every other day, is that okay for her age?
i'm a new mom in desperate need of advice.
