Pt is a 59 yr old female with CHF/pneumonia. Chart said the SpO2 evel fell from 92? to 82%. Staff with questions as to whenther this is possible.

Yes, this is certainly possible. Since she has CHF with pneumonia, her lungs are already compromised. So it is natural that there will be a rise and fall of the SpO2 levels, this 10% fall is not such a major fall and you should not worry about this. This was probably corrected by increasing the oxygen flow. A slight rise and fall of the SpO2 levels is expected till the patient recovers.
