I've had a lot of moles appear on my chest and shoulders in the past few months. None look that abnormal by themself, but I'm worried about the sheer amount that have suddenly grown. Is this ok?

Although most moles develop by age 20, they can continue to appear until midlife. There are also certain times in your life when moles are more apt to change; for example, they're likely to become darker, larger and more numerous because of hormonal changes during adolescence and pregnancy and with the use of birth control pills.

You haven't mentioned you sex or age. Hormonal changes could be the key factor.

I would make an appointment with a dermatologist to determine the precise diagnosis.

Incidentally, I've been dealing with some mood/depression problems in the same time frame. Could the two be linked?

Not likely that the mood/depression and moles are linked. If you may be having hormonal changes, these changes can affect your mood, not the other way around.

Moles can continue to appear throughout life. Older adults may develop them as well as middle aged and younger people. They are usually benign.
