Most of the time when spots or rashes appear on the penis or scrotum you immediatley think STD. In most cases these spots are harmless.
Fordyce are small red or purple spots that can develp on the penis or scrotum, usually in young men. You could have 1 to 100 of them. They are from dilated blood vessels. They are complety harmless. They are painless and do not itch. They can bleed if injured or during intercourse. They are not contagious. They do not require any treatment. Just avoid picking or squeezing at the bumps.
However, if you have been having unprotected sex and are afraid that you have an STD, please see you doctor and get treatment. I do not believe you have an STD since you are not experiencing buring, itching or swelling. If you develop these symptoms and are running a fever please seek medical attention.
