Birthmark removal

Look it. My brother in law has got a birthmark on his leg on the outside of his right calf. We is all broke and gots no insurance. The mark is hairy and he wants it removed. So, he's fixin to use some Ether anhydrous reagent that has got ethyl oxide, diethyl ether in its makeup to numb himself so we can get rid of it. He wants me to use a handkerchief soaked in the Ether and cover his mouth and nose with it for about a minute and than use a scalpula to cut the birthmark off of his leg. Is this dangerous? What might or could happen?
