WHAT COULD CAUSE THIS PROBLEM, SHOULD WE BE CONSERNED?

MY HUSBAND'S FOOT IS SWOLLEN AND A LITTLE BLACK AND BLUE AROUUND IN THE SAME AREA. ITS KINDA LIKE ON THE TOP PART OF HIS FOOT BUT AT THE BASE OF HIS 3rd AND 4th TOE. HE ALSO COMPLAINS ABOUT IT HURTING MORE AFTER BEING IN A LEVITATED POSITION. HE SAYS HE CAN FEEL HIS BLOOD RUSHING DOWN HIS FOOT WHICH CAUSES IT TO HURT MORE WHEN HE PUTS IT DOWN. WHAT COULD THIS BE? A SIMPLE FRACTURE OR SOMETHING? PLEASE HELP
