Would an MRI finding of "Multi-level Degenerative disc disease. Most marked at the L3-L4 level with diffusely bulging discs, mildly flattening the thecal sac to 1 mm, and with both facet joint hypertrophy and ligamentum flavum hypertrophy" be considered a diagnosis of spinal stenosis?

The ligament hypertrophy could be stenosing, yes. If this hypertrophy is pushing on the spinal cord, this would be considered a stenosis. A stenosis is a narrowing of a passage.

Diffuse bulge is also seen at L4-L5 without spinal stenosis. Isn't the note of no spinal stenosis at L4-L5, contingent upon spinal stenosis at L3-L4 with desciption previously sent?
The thecal sac at L3 L4 is described as mildly flattened.
