i have a month old baby boy who has not urinated all day

I have a 23 month old baby boy who has not urinated all day today and has a red uretha. He is on strong antibotics and i assumed that his diarria was being caused by that. He does not want you to touch his penis. I understand that diarria can dehydrate but should i be concerned?
