i am 18 with a 4in penis is this normal

i am 18 and i have been watching my penis size for a long time and it has not gotten bigger.as of now it is only 4in long when hard.i have notced that i dont have much hair on my face so i was wanting to know if may be i just am not done growing or if i should start worrying. i only stat asking because i have had girls come on to me and i cant talk to them because i amonly 4in long. plz help
