My son age 9 went swimming today at the YMCA pool and

My son age 9 went swimming today at the YMCA pool and since coming home has complained about his skin having a burning or severe itching feeling on his back and the inside of his thighs. We have had him wash with soap and water in the shower and hvae tried aloe vera lotion but this just seems to aggrevate the condition. We have even tried using a wet cool towel but this too seemed to aggrevate the condition. Is this a possible low grade chlorine burn that can be treated at home? There does not appear to be any major discoloration of the skin only what looks like a low grade sun-burn however, they were at an indoor pool and were not ouit in the sun.
