I have been having itching bumps and welps on my skin.

I have been having itching bumps and welps on my skin. It isn't in one general area but rather on my whole body. It also doesn't last, it itches in one spot for 15 minutes and moves or bumps or welps will appear and it itches in that spot for about 15 minutes and disappears and reappears in another area.
