what happens with a photo red light citation if the registered vehicle owner was not the driver and the photo of the driver cannot be recognized.

It is likely that the owner of the vehicle will still recieve a ticket and have to pay it. He can go to court and contest this though, the judge will have to take all factors into consideration. The chances of the owner getting out of paying the ticket will probably be slim. The owner of the vehicle should be notified and the person driving the car should appear in court with him to take responsibility for the action. The judge may then charge the driver instead of the owner but it is up to the judge.. If this answer helps please hit the accept button. Thank you.

Thanks for the response, but I was able to resolve the ticket by mail. In L.A. there is a process referred to as "Judicial Consideration" which allows review of the facts by mail. In my case, I had documentation that I was out of town at the time of the violation, so it was dismissed by mail.
