I missed my period for 2 months and i have started ...

I missed my period for 2 months and i have started however it is brown and light. I'm not on birth control, and i'm concerned if this is normal. Can i ovulate when my period is like this?

Probably your body trying to get rid of some old and denaturated blood left over in the vagina from the previous periods. Yes , you can ovulate when your period is like this as long as you have normal amount of estrogen and progesterone in the blood to make you to ovulate.
