Just to the side of my nose, I have a slight raising of my skin. From a distance it appears that I have discoloration, but in reality, my skin is raised. I do not understand why this is happening. Obviously, this is not life threatening, but I can't help that it bugs me. What could be causing this to occur?

It may be a Cellulitis. This is inflammation of the connective tissue in that area caused by an infectious agent entering in by a small break down on the skin. I suggest to you to see a Dermatologist to confirm the diagnosis with an examination. In the mean time you can take Advil tablet which may help to bring the raised skin to normal.
