Skin blisters

I have a reaccuring symtom where tiny little fluid filled blister show up on the palm of my hands. They last about 2 weeks and it happens about twice a year. I have very dry and rough hands and most of these bumps are under the skin, raising only slightly, but a few become very painfull and i end up popping them. They are filled with a clear fluid mised with blood. They are very small, the size of the end of a ballpoint bin. Any ideas?
