Does my 4yr old grandson have a urinary/bladder infection

Lately my 4yr old grandson has been holding his penis more than usual. We usually ignore this behavior as normal and allow him his space as it's never been overbearing. Just the usual. But lately it has increased and he has also been leaking in his pants. Even right after he goes potty. It's just a few drops but he has to change his pants. It's worse at night and he will change his pj bottoms as much as 6 times because of a few drops. He also will not wash his penis. He has always washed it before but lately he covers it and refuses to wash it. Says it burns. But I don't see any swelling or redness. I'd like to know if this leaking is normal and just a phase or does he need to have his urine tested. He does not complain when urinating. Thanks a concerned, Grandma
