My son is three, his temperature keeps going up to

My son is three, his temperature keeps going up to around 102, he says his belly hurts when you touch it and he looks sick around his eyes. he is normally active, but this evening he just wants to lay around saying that he feels bad. Should I take him to the emergency room.

I have alternated tylenol and motrin for his fever, it works a while and then it goes up again.
