REPLIED Check Mark

Since you have already tried a hydracortizone, you can assume it is not an allergic reaction. Try an antibiotic ointment like neosporin for a few days. However, if you do not see improvement after two or three days of this you should schedule an appointment with your doctor.

ACCEPTED Check Mark

Yes, it could, but it is unusual that it is so localized (only in one spot) if it is a food allergy. It could also be that you accidentally rubbed something on it (an allergen) without knowing it.
