Not all illegal drugs do that. The ones that are consistent are the natural and synthetic opium derivations, although these are not the only ones.

These agents, and perfectly legal ones, stimulate the radial muscles in the iris to contract and shorten. This enlarges the pupil, which is the space enclosed by the circular iris.

The effect has nothing to do with the nervous system; it is a direct effect of the agen on the muscle.
