Hi,

Constipation can be a side effect of the steroid. Unable to urinate probably not related to steroid but it can be one of the symptom of the MS. I suggest to you to go to an Emergency Room if you still can not get in touch with his health care provider. He may need a catheter to be inserted to his bladder to empty his bladder.
