Cycstocele and "vagifem" as treatment

My gynocologist just gave me "vagifem" as a treatment for "fallen bladder". He says estrogen will strengthen the walls of the vagina and therefore help to put bladder back in place..what is your opinion? I was surprised he has not yet decided to do a bladder lift.
