He may have swollen membranes that are blocking the opening of the eustachian tube. Decongestant nasal sprays or oral decongestants (such as sudafed) can help to relieve the pressure to allow his eustachian tube to open up.
If there is no relief, it gets worse or he develops a fever, then have him visit urgent care, so that he can get checked out in person.
