cold lower back?

my father has had a symptom that until now has had no answer. the lower region of his back is unusually cold to the touch, and he has a cramp-like pain extending from the testicle area, to the hip area. He has visited his usual doctor and sought a second opinion but niether show much progress in treatment, suggesting to take advil.
