Ptosis as you know is abnormally low position of the upper eyelid
(drooping), where the eye lid does not raise well above the pupil to allow normal vision.
Ptosis is not one type and have many causes and the most common form is the Congenital ptosis when the child born with it and the cause usually is from a defect of the muscle that lifts the eyelid and it might occur in families.
There are many other causes and in the majority of the cases it affect one eye (unilateral).
Observation is only required in mild cases of congenital ptosis if no signs of amblyopia, strabismus, and abnormal head posture are present, then there is the surgical option.
I would ask for referral to ophthalmologist unless she is one or had training in this field.
