how to get a toddler to bed

my son is 18months and he wont go to sleep i put him in his bed and layed with him for an hour he just kept tryin to play than when i got serious with him he started to pull his own hair and hurt himself so i left the room he is in their now for about 10minutes SCREAMING!!!@
