my son is 10 months old. he is currently cutting his two top teeth. I understand it is normal that their sleeping patterns will change. However I am noticing that he has developed very dark pink bags under his eyes. Should I be concerned?

It may be related to the lack of sleep from the teething or even seasonal allergies. You should not be worried unless you notice that he is not himself or seems lethargic or runs a fever of more than a few degrees.
