Itchy rash on bikini line and vulva

I have developed a rash on my bikini line and vulva just to the left side of my genital area. It does not extend inside of my vulvar lips. It consists of about 20 or so raised red bumps that are somewhat itchy. Each bump also has dry skin on top of it, making it feel a little bit scaly. At first I thought they were due to shaving irritation, however they have persisted for almost two weeks now. I am sexually active, and the only change I have made is that I got on birth control (Nuvaring) about three months ago, and since then my boyfriend has ejaculated in my vagina several times. Could this be the cause of the irritation? I was tested for STDs about six months ago and have not had unprotected sex with a new partner since then. My other hypothesis is that simply tight clothing or sweat might have caused it, since it is in an area that becomes a crease in my skin when I stand up. Please let me know what you think I should do, I am using cortisone cream to relieve the slight itch.
