I broke my ankle about eight months ago.It still hurts ...

I broke my ankle about eight months ago.It still hurts very much if I am on it for a any length of time .I did not have surgery and I think the doctor was hoping it would heal on its own.Should it hurt like this after eight months.Would I have a non union fracture? Or is this normal?
