I gather you are trying to say that you had cataract surgery in January last year followed by surgery in the other eye in May. To answer your question, yes it is a normal practice to give glasses after cataract surgery. Usually a minor refractive error remains for far visison and full corrective glasses are given for near vision. If the cataract surgery goes uneventful, with an intraocular lens implantation, with a normal retina then patients see 6/6 (normal vision) with or without glasses depending on the refractive error.
To know that whether you will get full vision after wearing glasses is difficult to comment, as I don't know what complications occured after the first surgery. Also, due to long standing uncontrolled hypertension, there can be some changes in the retina of the eyes. These changes if advanced can hamper vision and you might not get full 6/6 corrected vision. To determine whether there are any hypertensive changes in your retina, you need to undergo a retinal angiography. This angiography is recomended only if there are some clinical changes seen on examinig the retina. Also, normally he glasses are prescribed usually after 6 weeks of surgery. In your case it is more than 6 months.
I repeat if after wearing glasses you have a normal 6/6 vision, then there is no need to worry.
