While it is normal for men to have prominent veins on their penis and scrotum, pain and irritation should nto be normally not be associated with this. For some men, the appearance of veins is a result of poorly functioning valves in their testicles. This could lead to a collection of prominent veins alon gthe testicles (Varicoceles), and also in some cases lead to prominent veins in their penis. A surgical procedure can correct this, if warranted. You would need to be evaluated in person by a urologist to check the functioning of your testicular and penis veins and get treatment as indicated,

What you are most probably describing is a superficial thrombophlebitis of the penile veins (called MONDOR's Disease).
This is an inflammatory reaction to a clot within the vein, leading to a blockage and dialatation of the vein. WHile this is generally painless, it can also be painful sometimes.
Diagnosis is via DOPPLER ultrasound which shows blockage of the vessels.
Treatment is with anti-inflammatories (i.e. aspirin or ibuprofen) and most resolve within 4-6 weeks.
Rarely in severe cases surgery may be necessary.
An opinion of a urologist maybe advisable to confirm the same and for followup,

Reply to Gaurav Gupta's Post: Is the reason it is not blue because it is not close to the surface of the skin? or could it be something other then a vein?

Dear Glenn,
The vein may not stay blue because of the fact that the blood supply to it has been affected due to the clot. This may lead to a cord like thickening at the position of the vein as you have described.
Here is an excellent description of the same. The dorsal vein is the most commonly affected since this is the most prominent vein in the penis, however the location can vary to some extent and any penile vein can be affected.
