Low blood sugar (Doctors call it
Hypoglycemia) is considered to be any blood sugar reading below 70 Mg/Dl (milligrams per deciliter).
You can certainly have hypoglycemic symptoms with a blood sugar reading
of 64 -- in fact, people who are not considered clinically hypoglycemic
can have such symptoms if their blood sugar drops quickly enough --
even though it does not fall below the normal range.
That said, your symptoms would probably not be severe if your blood sugar remains just below the normal range.
