What is likely diagnosis for a 7 year old child who has severe eye tics as well as makes involuntary noises when sitting and watching tv or eating

Hello, Zacksdad. I expect that these symptoms are causing you much concern. The first diagnosis that I believe would be considered would be Tourette's syndrome. These symptoms are quite suggestive of that particular disorder. The first link is to a realiable site where you can explore many avenues of this disorder.
