Im 22 years old and my throat was kinda sore now blood is coming up I dont have a cold or a cough What is it.

If it is more than a tablespoon of blood and it isn't stopping, I suggest he go to the ER now. It is also possible it it a nose bleed back far into the nose and is running down his throat. This may need to be cauterized so the bleeding will stop. I think in this case it is better to be safe, and get it checked out.

It's a tough call without seeing it for myself. IF the bleeding starts again, and it is more than a tablespoons worth, I'd still go in to the ER. There is a chance it may start bleeding when he is asleep as well, so if it were my son, I'd suggest he go in to be safe. It could be that it needs to be cauterized as well.

Since he isn't feeling sick otherwise, it tells me it may be a bleeding blood vessel, and may need the cauterization to stop.
