9 YEAR OLD HAS A LIGHT COUGH LIKE SOMETING IRRITATING THE THROAT NOT ALL THE TIME BUT A FEW TIMES A DAY.
HE IS AROUND ANIMALS ALL DAY, CATS AND DOGS,

This could be caused by a postnasal drip as from allergies or it could be caused by what we call bronchospasm (the equivalent of wheezing). This is the problem that asthmatics experience on a somewhat regular basis. Other times it can be seasonal or related to a recent cold. It could be that one of the newer animals is causing an allergy. Are any of the animals new?

Can you tell me any other symptoms or problems or anything that is new to him?

Shortness of breath may be attributed to the fact that he is a bit out of shape, or more likely it could be a sign of tightness in the airways of his lungs. The cough from this tightness is normally a very dry cough, almost like a tickle. Do you ever hear wheezing (highpitched musical type noises) when he breathes, especially when short of breath? Does he seen anxious about the diagnosis of vitiligo? How obvious is it to him and to his peers?
One easy thing to do is to have the doc order pulmonary function tests which is a series of 6 or 7 breathing "exercises" that he will do in a pulmonary lab while they measure volumes and flow rates of the air he exhales and inhales. A chest x-ray can rule out other simple to diagnose things like an infection or chronic changes in the lung tissue.
I doubt the viiligo would have anything to do with the cough as it has mainly to do with pigment.
