19Y/O-W/O much $$ slow(extremely)delayed puberty

I am a 19 year old male that started getting hair in my pubic region around 14 years old, which is normal, but then it took about a year for armpit hair to finally grow. I have just within the past year or 2 started shaving, I haven't had a major growth spurt nor have I had any noticable penis or testicle growth. When I am hot and my testicles are actually low enough to be felt, the are about the size of small almonds. My voice didn't change until about a year ago at the age of 18 or so. When I was about 14 my parents took me to see a specialist, and at the time he said everything looked normal. I don't think it's normal. My semen is very clear and seems not to have the common opaque white that is said to be normal. I am very worried and would like a doctors imput... As far as I know, I don't have thyroid problems, although my mother does. Also I am overweight (about 5'7" 270lbs) could this be a cause? As I have expressed, I am worried, I need imput on what types of docs to see, and what kind of problem it could be.
