What is a normal TSH level?

I went to the ER and they found among my bloodwork that my TSH level according to them was borderline, it was a 5.93, I repeated bloodwork at my doctor's office and it was 4.2, one doctor tells me it is on the high normal side and doesn't warrant concern, another says it's high and another says that anything below 5.0 is normal. Can you help me understand all of this?
