I got my daughter's thyroid checked as you suggested.

I got my daughter's thyroid checked as you suggested. Her T4 was normal but her TSH was slightly elevated at 5.160. The Dr. told me these results were normal. If that is so why is her skin dry and painfully rough, is tired and has a headache all the time, not to mention cold?

The upper limits of normal for TSH are somewhat controversial. Some physicians advocate treatment of patients with borderline TSH - subclinical hypothyroidism.

My suggestion - based on the fact that she does have some symptoms that may indeed suggest hypothyroidism (underactive) - would be have her evaluated by a pediatric endocrinologist. I suspect that they would want to recheck the TSH level and a FREE T4 before making a final decision on treatment.
